Horror Super Villains: Doctor Dread

Idea was taken by DC Doctor Psycho. An undead being that believes injecting everyone with his terror liquid will bring them harmony, instead they are transformed into hideous monsters. He can communicate through inside his head, a soul link that links anyone that he injects to his consciousness and orders them around to bring him more patients.
